HHS Issues New Guidance on Kinship/Guardianship Care

In a new program instruction (ACYF-CB-PI-10-01), the Department of Health and Human Services, through the Administration on Children and Families (ACF) replaced 2008 guidance that was seen by some as limiting Title IV-E Kinship care coverage under the Fostering Connection Act.  The new instruction states that this "allows Title IV-E agencies to convert legal guardianships that existed prior to the plan submission, including those that may have been supported through state or tribal funds." Next Steps for Temporary Assistance for Needy Families

Congress will need to reauthorize the Temporary Assistance for Needy Families (TANF) program before funding runs out at the end of 2010.  To examine the impact and the future of TANF, the Urban Institute convened a roundtable meeting with experts from the federal and state governments, research institutions, and the advocacy community for a broad-ranging discussion and recently released a brief identifying the lessons learned, as well as insights and perspectives on the upcoming congressional reauthorization. White House Releases List of Charities that Will Receive President's Nobel Peace Prize Money

After becoming the third sitting United States President to win the Nobel Peace Prize, President Obama pledged to donate the prize money to charity.  The White House has recently released a list of the ten charities that will each receive a portion of the $1.4 million in prize money. Runaway & Homeless Youth and Relationship Violence Toolkit

This Toolkit was developed by and for advocates in the runaway and homeless youth (RHY) and domestic and sexual assault (DV/SA) fields, including MANY and MANY members, to help programs better address relationship violence with runaway and homeless youth. The Toolkit organizes information, resources, tips and tools drawn from the lessons learned by collaborative projects funded by the Family and Youth Services Bureau (FYSB) of the U.S. Department of Health and Human Services, which brought together domestic violence programs and runaway and homeless youth agencies to address relationship violence among street youth, DV/SA providers will find information designed to increase their understanding of runaway and homeless youth and the network of programs and services working with them and, conversely, RHY providers will find resources on intimate partner violence and the programs and networks that provide protections and support to victims of violence. What Works for Older Youth During the Transition to Adulthood

This new release from Child Trends examines the role that programs designed to serve older youth can play in promoting positive development and subsequent self-sufficiency in adulthood, then synthesizes the findings from 31 studies that implemented random assignment intent-to-treat experimental evaluations to examine the impacts of various intervention strategies on youth well-being outcomes during the transition to adulthood (ages 18 to 25). Conceptualizing Juvenile Prostitution as Child Maltreatment

In the recently published brief, Conceptualizing Juvenile Prostitution as Child Maltreatment: Findings from the National Juvenile Prostitution Study, researchers from the University of New Hampshire’s Crimes Against Children Research Center found that over thirty-percent of juveniles taken into custody for prostitution are treated as criminal offenders rather than victims of commercial sexual exploitation, particularly when they are apprehended through community police patrols, although the study found much controversy and confusion among criminal justice authorities on how to best handle juvenile prostitution. Gang Prevention Toolkit Focuses on Outreach Workers Roles

Preventing Gang Violence and Building Communities Where Young People Thrive draws on lessons learned about effective strategies for reducing gang violence. The toolkit examines approaches that are becoming increasingly prevalent across the country -- hiring street outreach workers to divert gang-involved youth toward positive alternatives, prevent retaliation and promote nonviolent conflict resolution; and reentry strategies to ensure that youth returning from detention facilities receive the services, supports and job opportunities they need. Each chapter provides an overview of the approach and its benefits, identifies a series of action steps, and illustrates how cities have put such strategies into real world practice. Learn more.

Text4Baby Can Be a Resource for Parenting Teens

Text4baby is a free mobile information service designed to promote maternal and child health. An educational program of the National Healthy Mothers, Healthy Babies Coalition (HMHB), text4baby provides pregnant women and new moms with information they need to take care of their health and give their babies the best possible start in life. Women who sign up for the service by texting BABY (or BEBE for Spanish) to 511411 will receive free SMS text messages each week, timed to their due date or baby’s date of birth. Find out more.

Parental Unemployment Means Increased Risk for Youth

A report from First Focus entitled 'Families of the Recession: Unemployed Parents & Their Children finds that one in seven American children are living with an unemployed parent as a result of the current recession. Young people with an unemployed parent have a greater chance of experiencing homelessness, suffering from child abuse, failing to complete high school or college, and living in adult poverty than other children. The report combined the monthly unemployment statistics with data on the family status of unemployed men and women from the Annual Social and Economic Supplement to the Current Population Survey. OJJDP 2010 National Mentoring Programs

The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Juvenile Justice and Delinquency Prevention (OJJDP), is seeking applications for funding under its Fiscal Year (FY) 2010 National Mentoring Programs. This program furthers DOJ’s mission by supporting mentoring programs to reduce juvenile delinquency, drug abuse, truancy, and other problem and high-risk behaviors.  Applicants are limited to national organizations. National organizations are defined as having an active program or programs with a financial relationship with affiliates in at least 45 states.

The Ruddie Memorial Youth Foundation Evaluation Grants

The Ruddie Memorial Youth Foundation Evaluation Grants are targeted to innovative programs or innovative components of programs serving disadvantaged youth. In addition to learning about the effectiveness of their innovative approach, grant recipients are expected to use evaluation results to improve their services and possibly replicate the program.

The second of the three sessions will be held on April 28, 2010 on Difficult People and Problems: Conflict Resolution in the Workplace. Among any two or more people, there are expectations, and where there are expectations, there is conflict. While we often work hard to avoid addressing such conflict, the consequences of avoidance are often greater than the consequences of the conflict itself. The aim of argument, or of discussion, should not be victory, but progress. This session will focus on recognizing the signs of unresolved conflict, and then tackling that conflict – using a problem solving process to reach a resolution that benefits both the individual and the organization to the greatest extent possible.
