State Budget Crises: Ripping the Safety Net Held by Nonprofits

This Special Report from the Council of Nonprofits examines the alarming condition of state budget deficits and three resulting threats to nonprofits including governments slashing funds for programs they expect nonprofits to deliver; governments withholding payments from nonprofits for contracted services already delivered; and governments seeking revenue from nonprofits through new fees and taxes. The Report explains how these troubling trends impact all nonprofits – not just those with government contracts – and produce a ripple effect hurting communities, charities, foundations, and, paradoxically, government itself.  To read more, click here.

NCJFCJ Supports Elimination of Valid Court Order Exception

The National Council of Juvenile and Family Court Judges Board of Trustees has voted to support the elimination of the Valid Court Order (VCO) exception as proposed in the reauthorization of the Juvenile Justice and Delinquency Prevention Act. According to the National Center for Youth Law, the VCO exception currently permits judges to incarcerate status offenders, including runaway youth, “for violations of court orders entered in dependency or children in need of supervision proceedings that prohibit the children from engaging in specified status offense behaviors such as running away from home or foster care placement.” According to NCJFCJ President Judge Douglas Johnson, "The Board's decision to support the elimination of the VCO exception came after careful consideration, debate, and reflection. The NCJFCJ continues our commitment to improve the lives of children and parents in our juvenile and family courts."

2010 State of The Nonprofit Sector Survey

According to a survey recently released by the Nonprofit Finance Fund, America's nonprofits expect that 2010 will be financially more difficult or as difficult as 2009. The survey of more than 1,300 nonprofit leaders in markets nationwide also found strong evidence of the dramatic and creative steps that organizations are taking in order to maintain – and even expand – service delivery to meet increased demand during this time of continued economic uncertainty. Other key findings include that 80% of nonprofits anticipate an increase in demand for services in 2010 while only 49% expect to be able to fully meet this demand level.

Funding

Reapproaching HUD as a Funder for Homeless Youth Housing and Services: Reauthorized McKinney-Vento Homeless Assistance Program

The National Alliance to End Homelessness has recently released "Reapproaching HUD as a Funder For Homeless Youth Housing And Services: Reauthorized McKinney-Vento Homeless Assistance Program", an issue brief that encourages homeless youth service providers to become involved in the Continuum of Care process and apply for McKinney-Vento funding. This is particularly important for RHY organizations due to increased availability of funds and because changes in statutory language allow greater flexibility in the design of housing programs to meet the needs of homeless youth. This brief offers a review of these changes and guidance on how they may benefit homeless youth.

MANY is a strong supporter of runaway and homeless youth organization involvement in the Continuum of Care process. If you have any questions about the process or need help transitioning in, please contact MANY at 412.366.6562 or by email at many@manynet.org.
